The impact of advertising in our society is a fiercely debated topic, and has been ever since its conception in its most basic form. Advertisers make their ads stand out by using humor, ongoing story lines, unexpected dialogue, unusual techniques, attention-getting spokespersons, or simply by repeating the ads so often that people can’t help but remember them. According to the majority advertising is a form of communication that typically attempts to inform or persuade potential customers to purchase or to consume more of a particular brand of product or service. This is not a surprise, advertisements are everywhere. Society is so used to it that they just see it as a tool for letting others know about a product. The majority sees advertisement as an information tool. Unfortunately advertising doesn’t have that purpose anymore. According to Chuck Blore said: â€Å"Advertising is the art of arresting the human intelligence just long enough to get money from it†. Just until the 1800’s advertising was an information tool, then it became a manipulation tool because of mass production during the industrial revolution. Everything stayed the same until the 21st century. This century had changed the whole concept of advertising, now advertising is something beyond information or manipulation. Advertising is a tool to create costumers (yes, create!). Now publicists create needs, preferences, beliefs, points of views, and everything they need to get money without measuring their acts. Advertisers are changing customers’ true desires instead of selling their products to the ones who needs them. Advertisers create needs. Its not true that every time someone sees a Burger King ad he/she is hungry, its just part of the advertiser’s job. They make every ad incredibly appealing so that everyone who sees it believes that he needs a burger right away, or at least something to eat. Haven’t you noticed that those kinds of ads are always close enough to the respective restaurant, and it’s not just in the food business that advertisers create needs? They do it in every opportunity they have, such as apparels, technology, etc. Advertisers create preferences. They build desires and preferences every time they have to present a product that isn’t for everyone. Advertisers show products as unique and incredible. The costumers believe they need them right away. What advertisers do is create an image of a product that will make costumers buy it without thinking it twice; it will create such a huge desire for that product that costumers will feel the need for buying it even though it can be a product that they wouldn’t be interested before the ad. Advertisers create beliefs and points of view. They do everything for achieve their selling goals; they don’t care about the costumer real desires. Advertising is in such a position that it can make costumers change the way they see themselves, the way they see others, and they way they feel about their lives. In this case there are examples such as all the commercials with models that make costumers feel insecure with their bodies (no matter the gender). Also ads that insist with the idea of getting thinner with machines or pills â€Å"without doing exercise† making costumers believe that everything works. Advertisers create perceived difference and make them feel that a particular product is different. Most of the time the difference is simply the audience the company wants to target. Unfortunately one of the biggest consequences of abusive advertisement is that most of the advertisers are targeting kids affecting their way of thinking and all their interests. Kids fourteen and under spend an estimated $20 billion a year and influence purchases by parents, grandparents, and others to the tune of $200 billion a year. As a result, advertisers spend big bucks to reach kids: an estimated $800 million for programs alone. Experts say that children are particularly vulnerable to the persuasive effects of advertising, especially television commercials. â€Å"Kids are the most pure consumers you could have,† says Debra McMahon, a vice-president at Mercer Management Consulting. â€Å"They tend to interpret your ad literally. They are infinitely open.† The child as in-house salesperson is a powerful friend to advertisers. Because of this, some advertisers are very concerned with the society, because a lot of advertisers are just trying to sell the product witho ut limits. They don’t think about the audience that can see their ads. Advertising has become really intense during the past years. They are trying to sell their products or services without a limit, without respecting the costumers. It should be controlled, definitely. Advertising, too, should be held to the truth, as many people take it at face value and ingenuously believe all or most of what is said. That’s why there are associations promoting responsible advertising like the International Advertising Association (IAA) and Advertising Educational Foundation. Also there are advertising ethics that are being discussed, ethics that should be present when an ad comes out for the rest of the world. Advertising should be more socially responsible, because advertising is just one of the most important social influences in a capitalistic economy, like ours. And using media as its vehicle is a pervasive, powerful force shaping attitudes and behavior in todays world. As the media grows, the number of advertisements increases everyday and it plays a substantial role in people’s life because we are bombarded with thousands of advertising messages daily. The industry should concentrate more on the advertising ethics, and how to satisfy the consumers, instead of manipulating the consumer into buying their product, misinforming, tricking people for their own financial gain and creating negative social impacts. Advertising must be truthful, not misleading, ambiguous, or make wrong factual claims that can get consumers to buy inferior products thinking these products can deliver more. Advertising should be creative, and who says you can’t direct your creative abilities towards projects that aim to do good? Advertising should be responsible, so that it helps to contribute a positive effect on our society and the environment. I do not wish to see advertising eliminated from the contemporary world, because it is an important element in todays society, especially in the functioning of a market economy, which is becoming more and more widespread. I do wish that the world of advertising change and can be limited to be used as an information tool, not manipulation or â€Å"beyond that†, and hopefully in the future we’ll have the chance to see on magazines, billboards and TVs ethical and responsible ads, because as Chris Moore said once â€Å"Advertisers are in the business of communicating with thousands, even millions, of others all the time. External factors are factors which destinations are unable to control. This essay will explore how external factors affect tourism as a whole and in America. External Factors affecting Tourism Economic factors can be either positive or negative; the tourism industry can reap economic benefits by promoting developing tourist destinations. Tourist boards promote developing destinations to attract tourists and improve the destinations economic value, once the destination is economically stable components of the travel and tourism industry such as airlines and tour operators will begin to invest in the destination by selling holidays to tourists. Business men and women will invest in the development of hotels, restaurants and attractions, thus developing the destination further resulting in even more tourists visiting the destination. Some destinations however are not as lucky, at present many destinations are faced with the negative effects of the recession. When the recession hit many tour operators and airlines went bankrupt which resulted in a decrease in the number of flights and holidays available, unemployment figures increased which meant that people now have less disposable income to spend on travel, thus resulting in a decrease in tourist numbers to certain destinations. These destinations rapidly began the process of decline. It takes a lot of time and money to rebuild a destination after decline. Economies move in cycles from boom to slump, and occasionally to bust while a fevered cycle of growth and decline can actually be healthy for an economy, since robust churning purges marginal businesses, recovery is often slow and awkward. (Michael Haywood in Ioannides and Debbage, 1998, p. 273) Political and legal factors are controlled by the government. Political factors such as war can have a devastating effect on a destination itself, its economy and the local community. Once war has been declared on a destination tourists become deterrent and are usually not allowed to visit for safety reasons, the lack of tourism and the amount of money spent on ammunition reduces the destinations economic value and sends it into decline. The media over emphasises on the issue which creates a negative image of the destination for those who have not visited prior to war taking place and they will still maintain this image once the war is over. War does not only affect the countries in battle but surrounding countries too, if tourists stop travelling to certain destinations tour operators and airlines may be on the verge of bankruptcy. However, political factors are not all negative; the fall of the Berlin wall in 1989 marked the end of communism in Eastern and Central Europe after this event took place these countries saw an increase in tourists from the West. Governments began to take tourism more seriously as an employment and income-generating response to the rising unemployment and fiscal problems created by the transition to a market economy. (Brown, 1998, p. 25) Legal factors include laws and legislation set by the government, which include; the economic policy, this policy sets the levels of taxation and expenditure in the country, which can help to determine how much money can be spent on the development of tourist facilities and international promotion campaigns. The government international policy influences exchange rates; international trade etc, depending on the exchange rate this can be either a positive or negative external factor as a high exchange rate will attract incoming tourists as they will gaining more for their money, on the other hand a low exchange rate will mean tourists are getting less for their money and will most likely visit another destination where the exchange rate is higher. International trade is a positive factor as it generates money for the economy, helps to build relationships with other destinations and allows the local population to have access to products which their destination cannot produce. International trade can have a negative effect on tourism in a destination as many tourists travel primarily to gain an insight into foreign cultures and taste local delicacies, if these foreign delicacies are imported into their country they may feel that there is no need to visit the destination as they can purchase them from local stores saving the cost of travel. Other laws and regulations set by the government include; consumer protection laws which ensure that consumers are sold quality products, organisations must abide by the trades description act 1968. These laws and regulations have a positive effect on the tourism industry as tourists have more trust in travel and tourism organisations to sell them quality products and services and thus are more willing to travel. Employment laws include paid holidays, which allow employees to have paid time off work to travel. This is a positive external factor because without paid holidays a lot of working and lower class citizens may not be able to afford to take unpaid time off work which will reduce tourist numbers dramatically thus reducing the economic value of most destinations. Socio- cultural factors are influences that society has on an individual, for example society has created a stigma about travelling to certain destinations such as Benidorm, this influences whether or not a tourist will choose to travel to Benidorm. Developments in information technology such as personal laptops, wireless internet and better software has changed the way businesses operate; With advanced technology it is much easier and time effective to carry out paper work online and consumers can now purchase travel components such as flights and hotel rooms online which means very few employees are required. Many companies such as British Airways have cut costs through reducing the numbers of people employed particularly at middle levels of the organisation. (Evans et al, 2003, p. 161) Developments in transport such as low cost airlines increases the number of times people travel as it is more affordable, it also increases the amount of money tourists have left to spend on attractions and other tourist facilities. Developments of public transport within a destination such as trams, buses, trains etc make it much easier for tourists to explore the destination, one of the main factors tourists will assess before visiting a destination is its accessibility. These improvements in transport have also increased the total amount of personal and business travel that people undertake. (Evans et al, 2003, p. 161) Violence and Terrorism are external factors which have devastating negative effects on a destination. When violence and terrorist attacks occur in a particular destination tourists are reluctant to visit for months even years later and some tourists will never visit as they believe there is a risk of another attack. Not only does the destinations economic value decrease due to repairs having to be made but the lack of tourists also has a major impact on the economy especially for those destinations who are dependant on tourism to generate income. Criminal activities are indeed a continuous component of daily life but, in the context of tourism they increase in significance. Above all, the fact that the tourism activity as such is strongly related to such things as discovering new areas and taking risks makes tourists especially vulnerable targets. (Glaesser, 2003, p. 53) External Factors Affecting Tourism in America On September 11th 2001 America was hit by one of the most devastating terrorist attacks in history. Terrorists crashed two aircrafts into the twin towers of the world trade centre in New York, killing Nearly 3,000 people and destroying the surrounding area. The terrorists then crashed another aircraft into the Pentagon in Virginia and a fourth aircraft into a field in Washington. There were no survivors from any of the attacks. The Pentagon was rebuilt within a year and cost $700 million; the World Trade Centre is currently in the process of being rebuilt. After the events of September 11th visitor numbers to America decreased by 5 million as tourists were afraid to visit in case America was attacked again; this shows how a terrorist attack in one city can affect the country as a whole. As a result of a decrease in tourist numbers Americas economic value also plummeted and many people working within Americas tourist industry soon became unemployed. It is thought that terrorists target major tourist destinations as they know it will cause the most damage to the destination. Tourists are not the only parties to be harmed by terrorism-local elites, foreign tour operators and the whole national economy can be acutely affected- and it is for this reason that tourists are so useful to terrorists. (Brown, 1998, p. 23) America is currently experiencing a recession which has resulted in a poor exchange rate; this can have both positive and negative effects on Americas tourism industry; because of the poor exchange rate incoming tourists are not getting enough currency in exchange and therefore are reluctant to visit. However the poor exchange rate also means that American tourists are not getting as much currency in exchange for their Dollars when visiting foreign destinations and have decided to go on domestic holidays within America instead. As the majority of Americas tourists were incoming tourists tourist numbers have rapidly decreased since the recession hit, which has lowered the countrys economic value. The recession has also lead to a rise in unemployment and the collapse of businesses especially within the tourism industry. Conclusion External factors have a huge effect on the tourism system Leiper talks about. Whether they are positive effects or negative effects they can change a destination completely. For example economic factors can be negative such as the recession in America, as explained earlier, due to the recession many travel and tourism organisations such as hotels, airlines, attractions etc became bankrupt which could mean that some of Americas most popular tourist attractions and facilities no longer exist. On the other hand a rise in the number of incoming tourists can increase the economic value of a destination. External factors can also change the dynamics of Leipers tourism system; a development in transportation could result in tourists travelling directly to their desired destination, thus losing the need for the transit route element within Leipers tourism system.

Children in their early years have very active interaction with other people thereby the need for zinc. It is important in healing of the wounds, proper sense of taste, proper growth and normal appetite. Vitamins and mineral supplements are also vital in the growth of the child. These are the most famous source of nutrition among parents. However, parents should be aware that those vitamins do not necessarily fulfill the needs for other nutrient deficiencies. The best method to ensure that the recommended number of servings from each food group in the pyramid is being satisfied is to monitor the children’s meal and intake (Herbes, 2004). The growth and development of every child is a complex process which requires maximum attention from every parent. The needs of every child is different thereby the attention and the nutrient input should be commensurate with that of the child’s needs. For instance, children with disabilities and those that are called special needs children have more intricate nutrient requirement rather than normal children. There are several ways to take care of a growing child. Strategies Learner Used Facilitate Learning In Workplace The aim of this assignment is to reflect on and analyse, strategies used to facilitate learning with a newly qualified member of staff in the authors working environment. The new member of staff will be referred to as the student during this assignment. This paper will show how one particular teaching session relates to theories of learning. Reflection has been defined by Taylor ( 2000 ) as : The throwing back of thoughts and memories, in cognitive acts such as thinking, contemplation, meditation and any other form of attentive consideration, in order to make sense of them, and so make contextually appropriate changes if the required. However, the definitions from Boyd Fales ( 1983 ) and Dewey ( 1996 ), who considers that it is purposeful activity in thinking about an experience, through which learning takes place. Boyd and Fales focus more on self development. Here reflection does not only add to our knowledge but challenges the concepts and theories we hold. Furthermore as a result we dont see more, we see differently. The reflective process is at least to some degree conscious, but may not be verbalized. The author also, believes and agrees with John (2004), that reflection are often triggered by feelings and greatly influences decision making. This emphasises the importance of reflection in practice. The English National Board (ENB) and the Department of Health (DOH) 2001 defined a mentor as: denoting the role of the nurse, midwife or health visitor who facilitates learning and supervises and assesses students in practice setting would seem to be the most appropriate one to use. DOH (2001) identified that mentors need to possess a wide range of skills and to undergo a more robust preparation in order to equip students for their working life in todays modernised, demanding National Health Services (NHS). Although this is the definition that illustrate the entirety of the mentoring role. The author feels this definition gives a somewhat very cold and clinical approach to being a mentor and prefers the following definition by Morton-Cooper and Palmer (2000) who states A mentor is someone who provides an enabling relationship that facilitates anothers personal growth towards competent practice and high standard making the learning experience an enjoyable and mentally fulfilling. Thi s definition encompasses the emotional and personal part of the relationship, whether positive or negative, which the author feels is of utmost importance for a beneficial learning experience for both the learner and the mentor. In ICU, all new members of staff must have completed four weeks of supernumerary period to acquire the necessary knowledge and skills to safely look after a critically ill patient. In planning to teach my student, The author need to accomplish three important aims as discussed by Wong et al, 1998; Conway and McMillan, 2000; (Cited in Jackson and Mannix 2001 p270), Provide student with the opportunity to develop their clinical skills; Integrate theory and practice; and, Assist their socialization into nursing. Prior to undertaking teaching of the student, the author ensured that the student had set a realistic goals and clear learning objectives and also, encouraged to question things that was not clear or difficult to understand. After much consideration based on the students learning needs, it was reciprocally agreed that the skill of zeroing of CVP and Arterial line would be one of the essential skills taught in ICU. The learner expressed the need to learn this particular skills, a nd Rogers (1996) views that learning is accomplished when a person feel a need, makes effort to meet that need, and feels satisfaction with the result of his effort. The student appeared keen to learn, and Hinchcliff (2001), views motivation as the major factor that encourages students to learn, and Oliver and Endersby (1994), sees motivation as one of the most basic conditions for learning. Motivation is heavily influenced by need, and Gross (2005) believes that how the motives underpinning behaviour are interpreted, depend upon the position of the work of a theorist or psychologist. Maslow (1970), while theorising human need, recognised that only when the needs lower down in the hierarchy are satisfied, the higher need will be met. The Intensive Care Unit is often very busy and stressful, and within the role of educator the author was very aware that the learner needed time away from the unit to unwind, as she could be very easily become over tired. On reflection this connects with the evaluation process of Gibbs reflective cycle, in ascertaining what was good about the experience. The Intensive Care Unit has its own coffee lounge away from the unit where tea and coffee is provided. Frequent breaks, comfortable chairs, a television, and availability of refreshments are what Rogers, (cited in Downie 2003) views as necessary for providing human comfort and resulting in meeting physiological needs. Maslows theory made a significant contribution of humanist thinking and the self actualization. The learning outcomes developed from our discussion were for the student to; Increase knowledge of zeroing CVP/Arterial Lines; Prepare resources and equipment correctly with minimal prompting or assistance; Carrying out the procedure using aseptic technique, efficiently and record the nursing procedure in the care plan or patient record. In order to do this, the author needed to look at the nature of the learning process. It is therefore crucial when setting out to undertake a mentoring role that there is an understanding of the way the adults learn. Learning can be defined formally as the act, process, or experience of gaining knowledge or skills (Conner, 1997). Facilitation of learning is defined by the Royal College of Nursing (RCN) as a well-planned learning opportunity with the provision to coach and support students (RCN, 2002). This is supported by the Department of Health (DOH), which adds that facilitation of learning allows students to develop opportunities to identify experiences that meet their learning needs (DOH, 2001). Facilitation of adult learning is described by Banning (Cited on Warren 2010) as the ideas and theories that are accredited to prior experiences which need to be complemented by interaction and adult-orientated strategies. A successful mentor is able to transform previous experiences via experimental learning, enabling the student to make sense and learn from the experiences gained. However, facilitating student learning is not always easy in practice. Garrison et al (2004) remind us that while teaching the nursing leaders of the future, we do so in chaotic setting which is, in effect, an unhelpful learning environment. More recently, Swinny and Brady (2010) found that, on a ward setting, mentors have difficulty finding time to teach because of the busy and demanding nature of clinical environment. The premise that a student must have the desire to learn in order that learning that can take place seems obvious, but there are many elements of learning that can affect the desire to learn (Hinhcliff, 2001). Motivation is a major factor that manages students to further their knowledge. (Hinhcliff, 2001), and (Oliver and Endersby, 1994) support this view by believing motivation to be, one of the most basic conditions for learning to take place. An understanding of some theories is helpful to a mentor as it provides them with an opportunity to examine their own beliefs and assumptions about people, knowledge, motivation, environment, assessment and other factors necessary with learning (Nicklin and Kenworthy, 2000). Learning help us move from novice to expert and allow us to gain new knowledge and ability. (Benner, 1984). These theories provide framework for studying the processes associated with learning. Learning theories of behaviourism, cognitivism and humanism have attempted to provide explanation about learning that apply to people in general. In order to see the full potential in learning, knowledge of such theories is crucial to the success of the individual learner. Behaviourism argue that nearly all behaviour is learned. This produced a salivation response and ultimately the dogs would salivate at the sound of the bell even in the absence of the meat powder. This experimentation produced Pavlovs theory of Classical Conditioning (McKenna 1995). The social learning theory developed by Albert Bandura could be useful within the affective areas of nursing in as much as the mentor behaves in ways he wants the learner to imitate, as a role modelling (Knowles, 1990). He stressed the importance of modelling other behaviours, which is known as observational learning (cited by Bahn, 2001). Because it encompasses attention, memory and motivation, social learning theory spans both cognitive and behavioural frameworks. Humanism developed during the 1950s and 1960s as an alternative to psychoanalysis and behaviourism, movements which until then dominated psychology. This perspective emphasises the importance of self. It advocates student centred learning related to each ones own unique experiences, Teachers are seen as facilitators of learning, rather than the expert handing down knowledge and understanding (Quinn, 2000). A day was planned in advance when the teaching would take place. The author had met on several occasions with the student therefore an introduction had been made. The author felt that effective communication is essential to facilitate learning, therefore adapted a friendly and approachable manner. This view is supported by McKimm, J. (2007) who believes the learner is able to express their views and make errors when a sociable atmosphere is set and maintained. McKimm, J. (2007) also discusses the concept of teaching by humiliation and the author is very aware from past experience, of the negative effect of power relations, and so becoming more sensitive to the needs of the student. It is medication to our wounds that hurt us internally, yet, it can be the road to success and satisfaction. Passion is the world people run to when reality shuts them down. Painting, dancing, writing, math, and endless hobbies can be someones passion, and all of those things lead to careers, big or small it does not matter. Finding passion could be hard for some people and easier for others. I am one of the people who have found their passion. My passion is writing. I want to become a novelist but before I can do so, I must know the education to become a novelist, the knowledge on how the job process works, and how it fits my career ideals. The very first answer starts with Education. Education is generally the start of success. It blooms one’s skills and expands one’s knowledge. The education a novelist must take is really nothing. Migrants Culture in Host Country

| Migrant’s culture in host country Culture is generally accepted way of doing activities in a society which includes beliefs, symbols, values, behaviour and social organization. Migrants adopt and mix with new culture since culture change in inevitable. There are certain arguments for maintaining one’s native culture in a new country. However, it is a defended that migrants should adopt the host country’s culture. This essay will consider the arguments for retaining or not retaining ones culture in the new country. To begin with, people have developed their own way of living in the country of origin and they are accustomed to doing activities in the local ways. One of habits is the cooking styles. Migrants are usually middle aged people who find it difficult to adopt new ways of cooking because they are used to and experience in their traditional ways. To mark the special events celebrated back at home, food is cooked as it is done at home country. For instance, cook islanders cook in earth oven which gives a sense of togetherness and feeling for there culture (Manderson, 1986). Therefore, the migrants continue with their traditional ways to keep the culture alive and enjoy the same taste as home country. However, it is not always possible to practise such cooking in foreign countries. Migrants usually rent a flat where ground is not always available. Place where it is vacant, it is prohibited to dig others compound. Lighting open fires in city area would create problems to residents, ringing of fire alarm and even pollution which is a major benchmark in urban centres. To add another point, the visitors more from the host country who will prefer food they are used to eating such as those prepared in grill and electric appliances. For example, to serve island food to European would be dishonour to their culture (Manderson, 1986). As a result, migrants strongly need to adapt to host cooking style to overcome such problem. Another cultural aspect which is argued on is traditional ceremonies and festival. The emigrants retain these practises as one need to perform a ritual (which includes births, deaths and marriage) in the traditional to fulfil the requirements. For example, Indian migrants celebrate Diwali (Hindu festival of lights) all over the world. . Constant practise of the ceremonies compel the dominant group to adopt the changes such as in case of Fiji where Prophet Mohammed’s Birthday is given a public holiday as the Muslims (a minority group in Fiji) brought the festival during indentured system. On the other hand, it is difficult to perform such religious activities since it may cause distraction to host people or its value is not recognised in the new society. For instance, holiday given in home country is not observed in the host country. Moreover, the resource (offerings and ornaments) are not available in the country of migration. For instance, Fiji Indians are not able to play with fire crackers because it is embargo goods (The Fiji Times, 1st November 2008, p. 1). Another example is that indigenous Fijians kill cattle during death ceremony at home, but in the most developed countries, animal can only be killed in abattoirs. Consequently, this hindrance prevents the migrants to practise their culture in other countries. These constraints compel them to follow the host culture. The next cultural feature which the migrants retain is the language. Migrants retain their language to maintain the identity of ethnicity and pass the language to younger generations. Knowing one’s own language, the person can read the religious scripts which are mostly written in vernacular. Words used in translation not always carry the same meaning as in the original writing. Maintaining the language enable the person to better communicate with people of home country. Thus, for these reasons the migrants preserve the native language. On the other side, it is very important for the person to understand the language of host culture to communicate and socialise with the people. Understanding the host language prevents communication breakdown between two groups of people. (Clifford, 1973). Situation where communication is a problem, the migrants will encounter culture shock and segregation in the society. Moreover, if person understand the host language, it would be easier to use the facilities such as railway timetables where directions are written in the host language. In conclusion, there are strong reasons as why to retain or why not to retain one’s culture in the host country. However, a person needs to change the traditional culture and adopt the new ways to be adopted in the new society. A changing culture will enable a person to overcome culture shock and segregation. It is strongly argued that a person should change the culture and adopt the new ways of living. Every culture is susceptible to change; therefore, a person should be flexible enough to adopt new ways.

Critique of Theoretical Framework

Religion, Social Policy, and Social Work Practice Faith-based Services in Public Welfare It is generally accepted that the church has been a locus of social service and social change throughout America's history, and â€Å"that the concept of human services emerged, at least partially, from a religious base† (Ellor, Netting, ; Thibault, 1999, p. 13). Furthermore, it is recognized that the social work profession in the United States was influenced by a long history of religious traditions (Ellor et al, 1999; Hugen, 2012; Rosethal, 2006).The social welfare system that emerged in the United States, ormerly and presently, continues to be a mix of faith-based and secular organizations and groups with diversified perspectives and approaches (Ellor et al, 1999). The diverse perspectives and approaches to social welfare in the United States are rooted in an expansive array of worldviews and faith traditions. The U. S. is a pluralistic society characterized by a diversity of people, op inions, and religions (Monsma, 2012).The church is simply one of many places where social welfare ideations have manifested themselves, and the battles against social injustices have been fought. For many years a great variety of religiously affiliated organizations, colleges, hospitals, and social service agencies have received federal welfare funding. There is nothing profoundly new about the inclusion of faith-based organizations in the delivery of social welfare services to the disenfranchised and vulnerable populations (Karger et al, 2007).What is new is the prominence of postmodern, humanistic ideologies in social welfare that began in the 20th century (Hugen, 2012). The clashes between present-day humanistic and faith-based ideologies have spawned a lasting political debate over the correctness of federal government unding of faith-based social services. A major landmark for this political debate occurred in 1996 when the United States Congress passed a set of provisions unde r the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) section 104†also known as the Charitable Choice clause (Daly, 2009; Wuthnow, 2004).Charitable Choice removed many of the restrictions on integrating religious content with faith-based delivery of social services, and positioned faith-based social service agencies as equivalent to secular social service agencies (Karger et al, 2007). The ovement to incorporate faith-based social service agencies was further fueled by President George W. Bush's Faith Based and Community Initiative (FBCI) (Kennedy & Bielefeld, 2006; Daly, 2009; and Wuthnow, 2004).The Bush administration aimed to do two things based on the core Judicious principles of Charitable Choice: first, to increase the amount of federal social-welfare resources going to faith-based organizations; and second, to protect the organizational autonomy and religious identity of these groups when contracted with the government (Daly, 2007). As a result of the Bush-era FBCI, eleven faith and community-based offices were created n federal agencies, and many states began to develop programs to expand the role of faith-based social services in delivering anti-poverty assistance (Reingold, Pirog & Brady, 2007).The Bush-era faith-based initiative was strong enough that the Bush administration's proposed budget for 2002 allocated nearly $90 million to organizations that expanded or emulated models ot tai tn-based social service programs (Twombly, 2002). Today, according to the National Center for Charitable Statistics (NCCS), there are 956,738 public charities, 97,435 private foundations, and 70,745 other types of nonprofit organizations (NCCS, 2013). According to the NCCS Core Files, public charities reported over $1. 59 trillion in total revenues, and $1. 9 trillion in total expenses in 2011. Of the public charities' revenues: 22% came from contributions, gifts and government grants; 72% came from program service revenues, which includ e government fees and contracts; and 6% came from â€Å"other† sources (NCCS, 2013). Blackwood, Roeger, & PettiJohn (2012) reveal that there was a 42. 3% growth in the number 501(c)(3) public charities from 2000 to 2010. In New York State alone, there are 1 5,362 religious or spiritually related public charities (IRS Business Master File 04/2010).Eric Twombly (2002), an affiliate of The Urban Institute, and Ira Colby (2007), a social work professor at the University of Houston, point out that many faith-based organizations, such as The Salvation Army, United Jewish Communities, Catholic Charities, and Lutheran Social Services have historically received government support and played a significant role in social service provisions in the United States. These groups are key players in many local areas in both direct ocial provision and setting government service priorities.The goal of this essay is to explore the political debate over Charitable Choice and the faith-based initia tive, and secondly, to uncover the implications for social work practice and social work education from this debate. It is evident that faith-based organizations play a substantial role in the delivery of social welfare services in the United States (Nagel, 2006). To begin our exploration of this issue, we will look at the relevant worldviews and belief systems that support or refute the federal government support of faith- based social service agencies.Worldview/ Belief Issues Republicans have favored the privatization of social welfare and reinforced the value of nonprofits. Conservative thinkers believe that churches can address welfare better than the government and the secular social service system (Cnaan & Boddie, 2002). Conservatives vigorously attack the belief that government should finance and deliver social services to the population (Karger et al, 2007). Conservatives argue privatization has become a paradox in social welfare because the private sector has been utilized in service provision and precedes the welfare state in many instances.David Osborne and Ted Gaebler (1992) assert in Reinventing Government that the private and public sectors have different roles. The government's role should consist primarily of establishing the objectives of social policy, and the private sector role should consist of executing the policy. David Stoesz (2007) co-author of American Social Welfare Policy argues, â€Å"nonprofit organizations have been poor competitors, often losing out to for-profit firms† (p. 193).He further asserts that the nature of nonprofits make them less competitive than commercial firms, and when for-profits nter the same market, they often take a substantial portion of the market until nonprofits adopt the same management procedures and become more efficient. A large assumption is this: if for-profits suspect that they can generate a profit by providing superior service to a clientele, they will seek to subcontract with the governme nt and provide the service.Conversely, Ira Colby (2007) the Dean and Professor of social work at the University of Houston asserts that privatization of social services as the answer to creating ettective service provisions tor the poor is a â€Å"grossly erroneous assumption† (p. 194). According to Colby (2007) the catchphrases of â€Å"compassionate conservative† or â€Å"faith-based social services† are simply resurfacing ideas from a previous welfare era where greater reliance on the private sector was emphasized.Liberal ideology asserts that the government should play a central role in the provision of services†that government is responsible for ensuring that all people, regardless of status in life, receive needed services and supports that maximize their well-being and ability to participate in society. In essence, basic social services are the business of the government (Colby, 2007). Monsma (2012) identifies 5 factors that underlie and work to mol d how liberals view the public role of faith- based organizations.The first is a strong emphasis on the free, autonomous, choosing individual. The second is a suspicion of traditional values and religion when they enter the public square. The third is seeing government as a potentially positive force for social change and improvement. Fourth is its embrace of the strict church-state separation, no-aid-to-religion standard. The fifth and final factor is the legacy of the nondiscrimination statuses of the 1960s. These factors, which can be onsidered beliefs, lead liberals to look negatively upon faith-based human service providers.The emphasis seems to be instead on freedom of choice and what the government can potentially do to improve societal conditions. Rev. Robert Owens (2001) posits that a negative correlation exists between the amount of funding received by religious organizations and the strength of religious mission. Owens, in his stance against public funding of religious or ganizations, argues that accepting government money to provide social service programs only deepens the confusion in communities about who works for whom. Accepting government money turns the state/ church relationship upside down†where the church works for the state.The solution then is to keep religious congregations independent of the influence of government. Political, Legal, Social Policy After the Great Depression, President Roosevelt's New Deal political ideations focused on the structural conditions contributing to poverty and social inequality. Because of the depression, it had become obvious that personal morality could not prevent or be the primary cause of poverty (Nagal, 2006). Therefore, the public responsibility for ocial welfare was emphasized, and the popular moral dimension was minimized in social service delivery.Following the New Deal era, the Reagan administration shifted the focus back to the inclusion of faith-based organization in social service provisi ons. President Reagan considered religious organizations to be more effective than public or secular, nonprofit social service providers (Cnaan & Boddie, 2002). Reagan went so far as to use the parable of the Good Samaritan as a metaphor for the cause of poverty. His perception of the biblical parable contrasted a bureaucratic aseworker against the Good Samaritan: The story of the Good Samaritan has always illustrated to me what God's challenge really is.He crossed the road, knelt down, bound up the wounds of the beaten traveler, the pilgrim, and carried him to the nearest town. He didn't go running into town and look tor a case-worker to tell him that there was a tellow out there that needed help. He took it upon himself. (Denton, 1982, p. 3 as cited in Cnaan & Boddie, 2002) Reagan believed in volunteerism and the increased responsibility of private organizations to meet society's social-welfare needs. The emphasis on volunteerism resulted in a decrease of government spending on so cial welfare initiatives in the 1980s.Reagan challenged the private sector to step up and meet the needs of society. He called on churches to provide for the needs of the poor within their own neighborhoods (Yancey, 2007). President Clinton took the challenge one step further and suggested that organized religion would be able to make a significant contribution to reducing the need for social welfare if each congregation in the United States would hire one person in need (Wuthnow, 2004). Here is what President Clinton said:Under this law [Charitable Choice], every state, when it becomes effective, every state in the country can say: If you will hire somebody off welfare, we'll give you the welfare checks as a supplement for the wages and the training. It means, folks, when you go back home, your church can receive a person's welfare check and add to it only a modest amount of money to make a living wage, and to take some time to train people and bring their children into the church, and make sure their children are all right and give them a home and family.I Just want every pastor in this audience to think about it. Just think about it. If every church in America hired one person off welfare, if every church in America could get some work to do that, it would set an example that would require the business community to follow, that would require the charitable and other nonprofit organizations to follow. We cannot create a government Jobs program big enough to solve the whole thing, but if everybody did it, one by one, we could do this Job. Associated Press, 1996, section A2) Throughout the later part of the 20th century, the federal government called on the Church to act as the primary safety net for people in need. History reveals that faith- ased organizations have always been a part of providing social welfare services. The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 with the Charitable Choice clause and Bush's Faith Based and Co mmunity Initiative simply increased the collaboration between faith-based organizations and the federal government.Separation of Church and State Before the Charitable Choice provision of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, faith-based organizations contracting with the government had to remove all religious symbols from the room where service was rovided; accept all clients; refrain from any religious ceremonies; hire staff that reflected society, not the organization's belief system; adhere to government contract regulations; and incorporate separately as an 501 (c) (3) nonprofit organizations (Cnaan ; Boddie, 2002).All this changed after the PRWORA of 1996. First, faith- based services providers retain their religious autonomy; second, the government could not curtail the religious expression or practice of faith-based services; third, taitn-based service providers were exempt trom complying with employment policies andated by the Civil Ri ghts Act of 1964; finally, faith based organization contracting with the government were no longer required to establish a separate, secular 501 (c) (3) nonprofit organization (Cnaan ; Boddie, 2002).There are, however, some stipulations that remain in order to contract with the government. Faith-based organizations are fiscally accountable to use government funds for the intended social services and not for religious worship or proselytization. The purpose of this section of the law is to ensure a clear separation between church and state. In order or the government to remain neutral to the religious or secular character of organizations, both are offered an opportunity to participate in social service programs.As Rosenthal (2006) states in his conclusion on Charitable Choice Programs and Title VII's Co-Religionist Exemption: By offering religious institutions the opportunity to participate in social service programs, Congress is faithfully engaging the constitutional principle of n eutrality by affording these organizations the same opportunities as non-religious organizations. On the flip side, however, the Constitution requires that this participation be both ecular and non-discriminatory, so as to ensure that religious organizations are not benefited simply by virtue of their religious character. p. 665) Implication for Social Work Practice David Stoesz (2007) in his response to Should Social Services be Privatized asserts that the social work profession traditionally sides with social welfare. This leads to the dismissal of nonprofit agencies and blatant hostility to for-profit agencies. Because of this bias, social work education is devoid of the knowledge and skills that are essential to business strategies in service provision. The implication for social work education would entail an increase of content in finance, marketing, information systems, and contracting.This would equip social workers to be more competitive in the new human-service market. Wit h access to government funding that no longer regards the religious character of the service provider as a hindrance to the separation of church and state, it is likely (if not already evident by the NCCS reports) that more faith-based organizations and churches will engage in partnership with the public sector. This significant change has influenced social service delivery.As a social work practitioner, I could easily find myself working within a faith-based organization or at least collaborating with a faith-based organization in service delivery. Social work is a value-based profession. Although more secularized than ever before, social work can provide leadership in shaping the collaborative effort between the helping professions and faith-based organizations. This is especially important in considering the integration of spirituality and religion in social work practice.With the prevalence of faith-based organizations providing social services, it ould be beneficial for social work education to increase the content on ethical social work practice within religious settings. With an increased competency in the integration of social work practice with religion and spirituality, social work practitioners can further appreciate the efforts of religious organizations to address social problems. Social work should also â€Å"proceed cautiously to outline the parameters ot ethical social work practice in religious organizations† (Sherr et al, 2009, p. 64) so that service delivery does not cross the ethical line and become an opportunity for proselytizing. The profession of social work continues to realize the importance of religious and spiritual beliefs for clients. The importance of these issues in social work education is supported by the Council on Social Work Education (CSWE) Educational Policy and Accreditation Standard, 2. 1. 4: Social workers understand how diversity characterizes and shapes the human experience and is critical to the formation of identity.The dimensions of diversity are understood as the intersectionality of multiple factors including age, class, color, culture, disability, ethnicity, gender, gender identity and expression, immigration tatus, political ideology, race, religion, sex, and sexual orientation†¦ [Social workers] gain sufficient self-awareness to eliminate the influence of personal biases and values in working with diverse groups†¦ (CSWE, 2008, p. 5) The NASW Code of Ethics (2008) points to the importance of recognizing religious and spiritual beliefs in order to practice in a holistic, client-centered manner.Section 1 . 05(c) of the Code of Ethics states: Social workers should obtain education about and seek to understand the nature of social diversity and oppression with respect to race, ethnicity, national origin, color, ex, sexual orientation, gender identity or expression, age, martial status, political belief, religion, immigration status and mental or physical disability. (NASW, 2 008, p. 9) Competently addressing religious and spiritual beliefs is part of the holistic approach to working with the multi-dimensional person†bio, psycho, social, and spiritual.To ignore the value system of a client leaves the door open for social workers to taint the helping relationship with their own beliefs and values (Zellmer & Anderson-Meger, 2011). Conservatives vigorously attack the belief that government should finance and deliver social services to the population (Karger et al, 2007). Liberal ideology asserts that the government should play a central role in the provision of services†that government is responsible for ensuring that all people, regardless of status in life, receive needed services and supports that maximize their well-being and ability to participate in society (Colby, 2007).With an increased competency in the integration of social work practice with religion and spirituality, social work practitioners can turtner appreciate the etto religious organizations to address social problems. With the prevalence of faith- based organizations providing social services, it would be beneficial for social work ducation to increase the content on ethical social work practice within religious settings. The clashes between present-day humanistic and faith-based ideologies have spawned a lasting political debate over the correctness of federal government funding of faith-based social servic es.In the American pluralistic society, public funds should not be used to promote any particular religion. Therefore, the social work profession should take a leadership role in appreciating diversity, and ethically navigating social welfare and the faith-based initiative.
